Align page structure to disk#3119

Currently the site structure does not match the folder structure on disk, which is not the intended way to work with Docusaurus.
We would like to:

Align file structure to pages
Enforce the usage of file path notation over urls. #3122
Investigate moving reference docs to main repo, or find another suitable solution.
To pick up a draggable item, press the space bar. While dragging, use the arrow keys to move the item. Press space again to drop the item in its new position, or press escape to cancel.
