The demo content data supports defining plugins that are required per theme demo. This makes it incredibly flexible. The plugins defined in your DEMO.json should be "tied" together with the plugins in your recommended actions tab.

This way, after I'm done with installing the content, the recommended plugins tab shows those plugins as installed instead of showing actions of "activate" / install.
