Update Python Runtime to Latest AWS Lambda Version

Hey team 👋

To ensure we're staying up-to-date with the latest security patches and improvements, we should update all serverless functions in this repository to use the latest supported Python runtime for AWS Lambda. Currently it's 3.13 (with 3.14 out soon).

There's an open draft PR for this see #924
We're waiting on a dependency upgrade for ddtrace lib which should unblock the upgrade.
