Tooltip Can Obscure Buttons Rendering Them Unclickable

Current Behavior

Depending on your screensize and level of zoom, Tooltip text in Dependency-Track can totally obscure the associated button. When this happens, the button cannot be clicked.

Steps to Reproduce

This is one place where the problem was observed but there may be others.

1. Navigate to Component Tab for a project.
2. Mouseover the "Upload BOM" button
3. The tooltip may or may not obscure the button. If it does, then use "CTRL -" or "CTRL +" to adjust zoom level, shifting the tooltip enough that the button can be clicked. If it does not, then the reverse is true... you should be able to cause the problem using "CTRL -" or "CTRL +"

Expected Behavior

A tooltip should not obscure an associated button even when zoom level is changed.
