Extract tor transport construction for use by ob-go and deps

Our construction of an http.Transport depends on ob-go's configuration of using a tor proxy or not. In order to make sure we're not doing it different ways in each place, we should extract that construction behavior into a shareable package.

Consider resolving #1312 at the same time.
