`tmpnet` Enable cluster deployment to kubernetes

Enabling cluster deployment to kubernetes will enable:

• fault injection testing with chaos mesh (kind is probably sufficient)
• load testing on kubernetes clusters with sufficient resources to allow useful scale

This issue has become stale because it has been open 60 days with no activity. Adding the lifecycle/frozen label will cause this issue to ignore lifecycle events.
