Description
** Expected Behavior**
Ability to provision VDB with customized system variables / options from GUI. VDB should be provisioned with appropriate foreign_key_checks value set
** Actual Behavior**
Unable to provision VDB with foreign_key_checks unset / disabled. The VDB provision fails with "unable to start database error"
Steps To Reproduce the Problem
Add foreign_key_checks property to VDB configuration on GUI and set it to '0
