What happened?

The following note:

This repository type is only available if you run {{es}} on your own hardware. If you use {{ech}}, see [{{ech}} repository types](self-managed.md).

That note looks inacurate, considering the setting repositories.url.allowed_urls is allowed in ECH and ECE, per https://www.elastic.co/docs/reference/elasticsearch/configuration-reference/snapshot-restore-settings#_slm_init_settings.

I've also tested in ECH to configure a URL repository (with a https://domain URL) and it's allowed.

I'd suggest to remove the note and make this document available for ECH, ECE, ECK and self-managed deployments, as there isn't any blocker to use URL based repositories (of course file:// type of URLs would be useless in ECH, ECE or ECK, but http, https, or ftp might be useful).
