"Quick start" notification cannot be removed or suppressed completely

Steps to Reproduce

Description:
When trying to go through the steps to complete the "Get started" a customer is unable to have the notification removed:

The problem seems to be when you "Create another project" the notification is suppressed, however when delete the project used to fulfil that setp the notification returns, causing confusion.

Expected Result

Notification to be removed permanently when completing steps

Actual Result

Notification remains active once the project is deleted

This is not really in my team's scope, but I can take it on as a onboarding fix for a new hire.

@leedongwei I'm running into the same issue, there is no way for me to get rid of the "Quick start" notification.
