Closing rounds before finishing all the tasks in the round

Previously, it was not possible for jury coordinators to close a round when the campaign still had open tasks in that round.
Apparently, they can close and create a new round now, but it needs to be taken into consideration that they might do this by mistake (inexperience), and then expect to be able to re-open the previous round to be able to finish those open tasks belatedly, so jurors don't have to start all over again.

Great, I will create validations to ensure that a new round should not be added until prev round has finished the all task.

@Jayprakash-SE apparently, the round status is still 'finished'. Could you reopen the round so the jury members can continue their work, or should I nudge Mahmoud?
