`HH\Lib\Ref`'s public property is not documented.

$value is only documented as a constructor parameter; it should explicitly be listed as a public property.

The constructor parameter promotion (public T $value) as a constructor parameter should remain undocumented as that is an implementation detail.

Looks like get() and set() are public so I would assume they would render in? Is this a bug? Or is there a specific annotation that needs to be used? Also wondering if there's a suppress annotation for construct. There are a lot of pages that render out the public constructer so I'm wondering the same thing -- should this be an enhancement to hh-apidoc?

get() and set() are new in 4.134, and we're currently built on 4.130

However, the public $value property should be documented, both on 4.130 and 4.134

This might be an hh-apidoc issue, docs site, or both.
