Shortcuts listen for key, not character

I have my keyboard layout set to Dvorak (on a physical QWERTY keyboard), and shortcuts like ⌘C and ⌘V don't work when I hit the keys that have that character ("i" and ".", respectively). If I use the physical QWERTY "C" and "V" buttons, they work.

Possibly helpful to reference microsoft/vscode#1492 or microsoft/vscode#23964?
