Newsletter subscribe enabled switch not working per website/store

Preconditions and environment

Magento 2.4.7-p4

The controller to subscribe to the newsletter reads the enabled configuration only from global level. Newsletter subscription (the controller) can not be disabled on website or store level.

Steps to reproduce

1. Create two websites/store views.
2. Disable newsletter at global level
3. Enable on website or store level
4. Register to newsletter with footer form

Expected result

E-mail address is subscribed to newsletter.

Actual result

Nothing happens besides reload of page.

Thanks for your reporting and collaboration.

We have tried to reproduce the issue in Latest 2.4-develop instance and we are able to reproduce the issue.Kindly refer the attached video.
