Configure self hosted github runners to run on RunPod GPU instance

We are currently running the self hosted runners on RTX4090 GPUs. We need to do the same on RunPod instance and run the test weekly producing a valid closed division submission using Nvidia implementation, and an open submission using the reference implementation.
