Support Windows 2019 builds found on Azure

Acceptance Criteria

The Kubernetes integration for Windows should be able to be installed on AKS standard images of at least one Windows 2019 version, such as 10.0.17763.4737. Ideally this chart could be installed to any currently supported AKS images.

Describe Alternatives

Skip Windows version checks entirely to attempt greatest compatibility, and triage individual issues as they are reported.

Additional context

Azure is offering AKS images which don't have supported Windows versions.
