Allow config parameter dialog to be resized in width

Current Limitation

Currently, the modal dialog of a Config parameter can only be resized in height but is fixed in width. That makes it difficult when editing large values, such as an array with many elements.

Allow the dialog window to be resized in width too.

Should the dialog be resized as a result of resizing the textarea or should there be a separate resize handle for the dialog?

Good thinking, maybe a resize handle in the bottom right corner makes more sense from a UI perspective. Then we could remove the handle in the text field.
