Convert to create-pkg

The work in this repo was an early attempt at the infrastructure to build out our package generator. The new goal is to work directly on the generator here. To that, I have archived the work from here to https://github.com/wesleytodd/archive-pkgjs-create

I will be force pushing on master to clear this repo out in a few minutes, and setup the docs to start work on the generator. Any objections and we can revert.

Ok, cleared out the tags and branches and swapped the default branch to main. I will leave this open to document what happened, but maybe in a week or two we can close it if nothing else comes up.
