Add the ability to define and manage PSF Working Groups

Appropriately handling Managing Members in accordance with the bylaws requires that we have the ability to track working group membership programmatically.

This will allow those members to be included when creating lists of voting members for ballot distribution.

"Membership" of a working group in this context means participants that commit to meeting the bylaw requirement for spending at least 5 hours per month on working group activities.

Working groups may operate open mailing lists with additional passive members that observe without actively participating, but those subscribers don't count as working group members for the purposes of the Managing membership.

This feature and issue #555 may also require the ability to track voting membership status directly (as eligible Contributing and Managing may choose not to exercise their voting rights, or may let them lapse through repeated failures to vote)

👍 Earlier today I was looking for a list of Working Groups. In general the bylaws seem a bit vague as to what it takes to be a Contributing Member, i.e., 5 hours of what sort of open source development?

For nominating as a Managing Member, the currently active working groups are still listed under the old committees page: https://www.python.org/psf/committees/

Unfortunately, updating that page is a manual exercise, so it tends to get out of date, hence this issue.

Nomination as a Contributing Member deliberately casts a wide net, as it's intended to encompass the vast array of activities that contribute to pursuing the PSF's mission: https://www.python.org/psf/mission/

Note that initial work has already been done in https://github.com/python/pythondotorg/tree/master/work_groups (it's now behind a feature flag so users don't see it) I don't know what its current state, but I can try to complete it as part of PSF grant.
