`x86_64-pc-windows-msvc` and `i686-pc-windows-msvc` show in both tiers 1 and 3

As the title says, both x86_64-pc-windows-msvc and i686-pc-windows-msvc show in both selectors for tiers one and three. Clicking either tier's entry brings you to the same URL.

This issue seems to only affect both xx-pc-windows-msvc targets.
