Need an always up status site and have connecting icon use info from it

Right now when I'm getting reconnecting a lot I'm unsure if SMC is down or if I just need to refresh or something. If we had an always up status.cloud.sagemath.com then we could have a more informative connection message. We could feed system alerts from this as well.

cloudflare could be told to always serve the static html files. then, at least, the page would show up. at the same time, we have to improve how a disconnection is detected and properly alert.
