Allow listing settings for a redis version

How I imagine scw could expose this functionality

Example with rdb:

❯ scw rdb engine settings name=PostgreSQL version=15
NAME                                 DEFAULT VALUE  HOT CONFIGURABLE
bgwriter_delay                       200            true
bgwriter_flush_after                 512            true
