On Windows, microbit stays in connected state after closing browser tab

Expected Behavior

After connecting a microbit, when you close the browser tab, the microbit itself enters a disconnected state: the LED matrix begins scrolling the device name in a loop.

Actual Behavior

On Windows, after connecting a microbit and then closing the browser tab, the microbit does not enter the disconnected state. The LED matrix remains off.

If you open another Scratch tab and attempt to connect to the microbit, it will not work until you reset the microbit (either by powering it off and on or by pressing the reset button).
