Release pipeline: Check that tag is in sync with version in package.json

There was a previous attempted release with the v0.3.10 tag

https://github.com/sourcegraph/scip-typescript/releases/tag/v0.3.10

However, that didn't actually end up publishing a release to npm because
the package.json file wasn't updated.

The CI workflow should check that the package.json is in sync with
the tag version.
