[MdButton] Disabled and Md-Tooltip

This is not a bug (might be), but I'm trying to have a tooltip to a disabled button.

If enable the button back tooltip works, I'm wondering if this is the expected behavior or a bug.

I think tooltip should be show while button disabled because it should be able to be controlled to show or not(sent the same variable to v-if for tooltip and disabled for button).
If it can't show while button disabled, less scenarios would be supported(like telling user why it's disabled or what user should do before this action).
