• Adds the relevant features so that the Personal and Premium plans can install plugins

Testing instructions:

• Follow instructions from 180910-ghe-Automattic/wpcom
• Add the site to the WoA with the Transfers to Atomic dev server pool (needed for write permissions to change the wpcomsh files)
• Try to install a plugin (it will stall but it should trigger the atomic transfer)
• Once the plan is atomic, go to the Blog Report card and enable a Support SFTP User
• Use the credentials to run pnpm jetpack rsync wpcomsh {username}@sftp.wp.com:~/htdocs/wp-content/mu-plugins
• Installing a plugin should work now

• To test on WoA, go to the Plugins menu on a WoA dev site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin (WordPress.com Site Helper), and enable the update/enable-plugins-personal-premium branch.
