This PR is to add the following env vars
DD_PROCESS_AGENT_ENABLEDandDD_PROCESS_CONFIG_CONTAINER_COLLECTION_ENABLEDin the Docker tab to match what we have for the Kubernetes tab.That way, customers using Docker can also completely disable collecting Live Container data in the Containers view.
