In addition to upgrading the script, I also commited the
resulting encyclopidia changes to mkdocs.yml
This commit adds the analytics scripts in the head and end of body.
The old way to building PDFs was unsupported and did not work with
Python 3. Instead, we moved to a mkdocs plugin, mkdocs-with-pdf,
that does the conversion as part of the mkdocs build.
The buildencyclopedia.py script removed the Index entry from
the encyclopedia entries in the mkdocs.yml config. This removes
the browsable encyclopedia index. This comment re-adds the index
and comments out the buildencyclopedia script from the deploy script.

We should probably change the process and make the build encyclopedia
script part of the development process instead of the build and deploy
process.
Removed step to checkout feature branch from script.
