Description of changes:
On April 22, 2025, the AWS CLI v1 will officially drop support for Python 3.8 as previously announced in our public support policy. Customers that wish to continue using Python 3.8 will want to pin to awscli<1.39 to guarantee any disruptions. Most modern versions of pip released in the last 5 years will do this for you automatically though. Full instructions can be found in the support policy blog post.

It looks like codecov did a release ~30 minutes ago with codecov/codecov-action#1807 that broke some of our workflows. We'll need to figure out what needs to change on our side.

Opened an issue with codecov and what I believe is the defect in their PR. Will wait to hear back on that.
