[Hub apps] Create the hub-database module for KQL script execution

🛠️ Description

Creates the hub-database module to run KQL setup scripts.

I didn't add database creation here. I'm thinking that should also be done during app registration, but we can decide that later. I debated a few options to expand this, but figured I'd keep it simple for now.
